symlink in /usr/share/icons

That time I did not, because frankly, I've not been aware about that
command, but now I have tried that - not successfully :(

$ sudo gtk-update-icon-cache -v /usr/share/icons/

gtk-update-icon-cache: File not found: /usr/share/icons/icon-theme.cache


the same here:

$ sudo gtk-update-icon-cache-3.0 -v /usr/share/icons/ 

gtk-update-icon-cache-3.0: File not found: /usr/share/icons/icon-theme.cache


What might be wrong?
