symlink in /usr/share/icons

Hello,

please, is it correct that for me it does not work creating a symbilic
link (to a directory) in /usr/share/icons and not having the new icons
listed when I want to change an icon on the panel e.g.?

situation:
$ sudo ln -s ~/icons/ /usr/share/icons

$ tree ~/icons/
/home/crysman/icons/
└── 64x64
├── rp.ico
└── rp.png

1 directory, 2 files

$ file /usr/share/icons/icons
/usr/share/icons/icons: symbolic link to `/home/crysman/icons/'
