Yes, please don't confuse how lightweight Xubuntu is compared to Xfce. 
Xubuntu is based on Xfce, but includes software from other projects as
well.  Please see the Xubuntu strategy document for more information
[1].  Xubuntu is lightweight compared to some other distros, but its
goal isn't to be the lightest one in the bunch.  If you would like to
discuss Xubuntu, then its devel mailing list [2] would probably be a
more appropriate place to do that.
