The panel plugin of xfce4-mixer does show change here (ArchLinux, Xfce 
4.8.3, xfce4-volumed 0.1.13 build from the AUR).

Same here : I do not have this problem. Neither did have it when I was 
using Xubuntu, or even Xfce 4.6.
libnotify : 0.7.4
