I wonder if we could sign off the following feature request with the 
"deskbar mode" I'm working on now. IMHO it is a better idea than adding

Container Plugin

A plugin that can contain other plugins so it is possible (if you want 
to put time in this) layout plugins in, for example, the opposite 
orientation, multiple launchers in a grid, other sizes and things like that.

Still unknown if this is a good idea.

If you were happy with the deskbar mode instead of the container plugin 
I'd make sure that the code is ready and tested well before 4.10.
