It's a policy. In /src/ all the individual releases reside. In /xfce/
you will find only the bundled releases (there are no bundled bugfix
releases like Xfce 4.8.1 any more, you have to look for the individual
packages for that). /xfce/ basically contains snapshots from /src/xfce
that mean something in the development/release process (feature freeze,
string freeze, code freeze, final release).
