Good question. Currently if you install xfce4-vala from git master you
will have bindings for xfce 4.8, which have recently been updated to
work with Vala 0.10.

The process to install from git is quite the same from a released
tarball. Instead of ./configure and make install you run ./autogen.sh
and make install, there is practically no difference :-)

If you are fine with that, I don't see a pre-release for the vala
bindings mandatory, I'll most probably make a new release after the
final version of Xfce 4.8 gets released.
