If you care about translations, you should read the translation
mailing list. Then you'd notice that most of the time the maintainer
asks for translation updates ahead of time. My guess is that some
translators miss the deadlines, but then commit the updates anyway.
Seems an Ok process to me.

If a component does a follow-up release for translations only is of
course up to the maintainer. Instead of making such general
statements, I'd suggest that you email the maintainer if you feel
strongly that enough updates happened. Maybe he'll agree with you.
