There is such an app, actually. It's a little old (read: unmaintained), but it still seems to work great. It's called Skippy:

All the *box kiddies who've needed Expose-like features have used Skippy for years. You might want to try it out.

It is, however, only Xrender/Xcomosite-based, so if you need opengl output, you'll have to look elsewhere. Check the wikipedia page for starters:
