Moving binaries from libexec

I agree, this makes sense. FHS 2.3 reads:

  /usr/lib includes object files, libraries, and internal binaries that
  are not intended to be executed directly by users or shell scripts.

This is exactly what we use libexec for, so the switch to lib is
correct.
