vertical xfce-panel in 4.6

I think some of the issues with vertical panels are fixed in 4.6, but
I'm not sure all of the issues are actually problems with xfce.  As an
example, see https://bugs.launchpad.net/wicd/+bug/263993 -- I don't
know what to think about that one...
