did you look at http://wiki.xfce.org/dev/hig/panel-plugins and still
have that impression? In case yes, please also look at the referenced
proposal draft at http://wiki.xfce.org/dev/hig/panel-plugins/proposed
and try to participate in there or ask where things are  unclear/missing
so that the draft can evolve and can be enhanced in these points.
