panel and xfconf

Hi ...

I am trying to make some XFC wrapping for the Xfce panel, and while 
doing that I have found a few things I don't really understand.

How is the current panel code integrated to xfconf ?

Function like :

xfce_panel_plugin_lookup_rc_file

indicate the usage of rc files and not xfconf.

What is the status and plan for the new panel and will it be using 
xfconf instead of rc files ?
