Mmm, yes, I never liked that. We probably should just store all the
files in the same dir, named $PACKAGE.$LANG.xml, and rename them on
install, maybe with a DOC_LINGUAS file so no one needs to mess with the
makefiles. But since we're moving to a new docs system it's probably
not worth changing just yet.
