Brian recently added a configure option for building the menu editor
(which is just a dummy window right now) and disabled it by default. As
for the menu plugin: remember that xfdesktop also needs the menu for its
right-click action. 
I think it's fine in xfdesktop at the moment. I don't recall if it can
be used without xfdesktop running though. That might be a reason to
think about a different solution. Anyway, not before 4.6 ;)
