A bug in a bug tracking system is: "An unexpected result of actions"
This means things like crashes, broken interaction, unimplemented features
...
As a new feature is something you expect to be there it is a bug as it
"should" be there.

There is a special bug type called enhancement for feature request, so they
can be separately filtered and won't be lost.
