For panel plugins, I'd say that didn't really get anywhere. It's hard
to get people to agree on guidelines for something as personal as a
UI. I would expect this to be particularly extreme in the case of the
panel, though. Maybe it's best to adopt gnome's HIG but use less
padding here and there.
