I'd vote for keeping it. Almost every component or goodie uses XfceRc
and it would require an enormous amount of work to migrate all of them
for 4.6. The API (especially the group/section-related stuff) works
slightly different (even though I guess it covers all we need). 

We already have: new menu library, new appfinder, new desktop menu and
plugin, a new mixer and maybe also a new settings system (xfconf). Not
to forget about mousepad and ristretto. Idealy, all these components
have to become stable (and more or less complete) before the 4.6
release. IMHO that means enough maintainance work already.
