I'd say as long as we have the following we're ok:
GtkBuilder support
GtkStatusIcon
randr 1.2 additions
gio/gvfs
Just off the top of my head; I could be forgetting stuff.
We seem to be jumping the requirement by 0.4 releases with every new 
Xfce feature release, so gtk 2.14 would be appropriate, I suppose.
Although, with the (perhaps unsafe) assumption that we'll be releasing 
4.8 by the end of next fall, 2.14 may still be a bit new (only a little 
over a year old).
But frankly... I just don't care about that stuff so much anymore.  I 
want to work on stuff that's fun to work on, and depending on older 
versions of gtk makes that less pleasant.  Thunar and xfdesktop (at 
least) will depend on gio/gvfs, sticking with libglade is IMHO unwise, 
and the randr 1.2 stuff is "the way of the future" -- though I guess we 
already support that with a minimum number of ifdefs, so maybe I 
wouldn't call that mandatory.
