settings manager and settings dialogs

Hey all,

I spent some time tonight/this morning working on settings dialogs a
bit, and on the settings manager.  I think just about all the dialogs
should 'register' themselves with the settings manager properly now.
Give it a look, and be sure to update xfce4-dev-tools first, and then
rerun autogen.sh in any module with a settings dialog.
