I cannot answer this question, but may give you a workaround. Check
that Debian applied this patch [1] to id3lib. If it did, you can use
EasyTAG and be sure to store your tags in UTF-16. Then, I imagine,
Xfmedia should be quite OK with correctly displaying the tag
information. EasyTAG is a nice program with a huge glitch: id3lib.
