Olivier decided (and I didn't care either way) that the initial desktop
would come up faster on older hardware if the image was disabled, and
that it wasn't a big deal for the user to enable it themselves (seeing
as you'd think most people would want to change the image anway). If
you want to patch xfdesktop to enable this by default, poke around in
settings/appearance-settings.c.
