The dbus package maintainer of your distribution.  Alternately, if you
compile/install Xfce yourself and put it in a non-standard prefix, you
need to do this yourself.

Neither, really.  Thunar installs its dbus .service file to
$prefix/share/dbus-1/services.  If Thunar's $prefix doesn't match D-Bus'
$prefix, you need to add stuff to your configuration.  On my system here
at work (Xubuntu), /etc/dbus-1/session.conf only includes
/usr/share/dbus-1/services, so I added
/opt/xfce4-svn/share/dbus-1/services to /etc/dbus-1/session-local.conf.
 All this crap should probably be in the FAQ.

Clear xfdesktop, xfce4-panel, etc. out of your session, and add them all
using the autostart editor.  Note that, as I said before, if D-Bus
activation isn't working properly, there's no way to guarantee that
Thunar's daemon will start up before xfdesktop if using this method, so
this won't help you.

Yeah, the larger "FAQ" link points to /documentation/faq, which doesn't
exist, but the link below it points to the faq on wiki.xfce.org.  I
guess Nick should fix this ^_^.
