Window overlay the xfce4-panel?

I'm developed the xfce4-wmdock-plugin. The WindowMaker dockapps have a size of
64x64 pixels. At the moment you must set the size of the panel greater
equal 64 pixels to see the complete dockapp in the xfce panel. To eliminate this
problem, I want to create a separate window for the dockapp which "snap" into
the panel. The other advantage of this solution is, you can easily drag&drop
the dockapps.
