It's not really clear what you're trying to do.  If you're new to Linux
GUI programming in general, you'll want to dig around on gtk.org (gtk is
the GUI toolkit Xfce is based on).  Otherwise just look through our code
and documentation: it's all available on xfce.org and svn.xfce.org.

If you're new to C in general, you have quite a bit of learning to do
that I don't think I can help with...
