Jannis doesn't mean it that way, really.

But Xfce doesn't has hello world like projects, because there are
quite useless for users. The simple projects here are probably the
panel plugins (goodies.xfce.org), they are a good start is you want to
learn some programming. Other good place might be the gtk api docs,
they have some simple applications to start learning
c/gtk/compiling/makefiles.

Other places to start are the Xfce translations, documentation and the website.
