Here's patch that should handle the Cygwin module problem, can you try
it Olivier?

Changelog:
* Removed the .desktop hooks in the plugin's makefile.am (so file
could be renamed to desktop.in)
* The panel will handle the plugin file loading
* Added some g_likelies to help gcc a bit :-).
* Fallback for external plugin, so they can use the full path in the
.desktop file

ToDo before commit:
* pot/po files should be regenerated (POTFILES.in is changed in patch)
* Don't forget to run the following 2 commands:

plugins/separator/separator.desktop.in.in
plugins/iconbox/iconbox.desktop.in.in
plugins/launcher/launcher.desktop.in.in
