  No.  Actually this is not the fault of exo, but of the web
application used by the website.  If you try to open the two next URLs
with exo-open, everything is fine:
http://www.spiegel.de/politik/deutschland/0%2C1518%2C443714%2C00.html
http://www.spiegel.de/politik/deutschland/0,1518,443714,00.html

  It is up to the webmaster to url_decode some strings ;-)
