I agree with your arguments.

But besides the question if we should or should not centralize all
Xfce shortcuts, this is not (nor will be) an issue for Xfce 4.4.

The current way settings are processed does not allow an abstract
separation of 'user-view' and 'developer-view'. As a result of that,
moving multi-app settings into one plugin will without a doubt result
in hacks and unmaintainable code.
Which would in turn result in unsolvable bugs... So, let's not ;)
