Move xfce4-mailwatch-plugin to goodies?

Mousepad is part of the core release, so that has to be kept there.
Dunno about the language bindings. It'd be nice to have regular pyxfce
and xfce4-perl releases, but unless some vital app relies on these
bindings, I'm not sure if we want them to be part of the core.
