No, mostly historical.  The MCS settings system was designed to use XML
files (the stuff under ~/.config/xfce4/mcs_settings/), but individual
app authors are of course free to use whatever type of settings files
they want if they aren't using MCS.

Yes.  It's busywork with no actual useful gain, and there are far more
important things to do for 4.4.
