You extract the tar.bz2-file to a new directory, open a terminal, go to
this directory and run make
It the compilation is successful, you have to copy or move the xfapplet
binary to a more permanent directory, it may be a directory in your home
directory or it may be in a more global directory.
Next, you edit the xfapplet.desktop file, the "X-XFCE-Exec=" line, to
point to the full path of the xfapplet binary. Then you have to copy the
edited xfapplet.desktop to
${xfce4-svn-prefix}/share/xfce4/panel-plugins/
(where ${xfce4-svn-prefix} is the prefix to which you have installed
Xfce4 SVN)

Then you should be able to add XfApplet items to the panel :)

Be aware that you won't be able to interact with GNOME panel applets
yet, only show them.
