xfdesktop menubar?

That in itself wouldn't be too hard, but you could achieve something
similar by doing what Stefan suggests and using more than one menu
plugin in the panel.  If you wanted text labels, you can certainly do
that (and you don't have to have an icon if you don't want to).

This'll work if you manually define two separate menu files, but the
.desktop parser is not set up to handle this, so it couldn't be a
dynamic/autogenerated menu.
