Strange menu behaviour with fr locale

Ah, I see.  This is because "Settings" is translated in menu.xml.fr, but
there's no modules/menu/xfce-registered-categories.xml.fr with the same
translation.  Stavros, I imagine this is the same problem with Greek.

Yeah, I know, the current translation needs for the menu really suck.
But this isn't a good time to mess with it.
