Potentially major panel UI problem

I've filed bug #2649 for the panel (
http://bugzilla.xfce.org/show_bug.cgi?id=2649 ). It's a pretty simple
little problem, but in playing with RC2 today (I'd gotten behind) it
caused some confusion, and I'm a pretty experienced user.

I know we'd like to avoid an RC3, or the like, but I think this bug
really outta get fixed. Jasper, are you even available right now?

I'll understand if others don't find the bug as critical as I do, of course.
