Ok, so the stop-blinking part on the taskbar is done.

I can't seem to find out where in the code it shows a new button on the
active workspace for urgent windows on another workspace.  Maybe I just
need to look over this more.  Any ideas?

Adding the blink to the pager seems like it's gonna take a bit of work,
so I'll play with it later.
