xfce4-panel: broken plugin and popup

HI,

it seems with the new panel that if a plugin is missing, the panel pops up a 
msgbox before it draws the final panel. if (like in my case) you load a few 
applications at start, the msgbox is lost underneath another windows and you 
wonder why the panel is missing (I have focus stealing off in xfwm4).

Proper behaviour should be to display the panel first or concurrently with the 
msgbox, and set the urgent wm hint for the popup perhaps.
