modifying default kb shortcuts

It's not a setting, it's a theme, ie a file that is not supposed to be 
changed. The setting is what theme you use, not the theme itself. 
Therefore, you need to create your own theme to be able to modify it.

The behavior has changed though, as now in both xfwm4 and the shortcut 
editor, creating a new theme will copy and use the previously selected 
theme as a template for the newly created one.
