 Hi!

 Hmm: when a user installs a minimal OS + X + Xfce , he has some basic
tools. (can be in launcher menus)   :

 xterm (with different options e.g.: xterm+uxterm, etc.)
 filemanager (with diff options e.g.: thunar ~ thunar /)
 editor (e.g. xedit, vi...)
 settings launcher menu (mcs-man + various x settings tools)
 help (xfhelp4, xfce4-about, xman)

 5 (very few) basic launcher menu :-)
