Porting panel plugins for 4.4

I had some thoughts about integrating a sub
menu in the clipboard with special characters.

Maybe it's not really something for a clipboard plugin
but the characters are copied to the clipboard so there is
a connection between these two.

Do you guys think this is a good idea or are special
chars not needed (maybe a separate plugin).
