I disagree with Help in the main menu.  There's already a Help in the
bottom left of the Manage Panel Plugins dialog; that should just go to
the docs.  It's something that you should only need to use infrequently
(or not at all), so it shouldn't be a menu item.

Definitely agree that Properties can go away.  Perhaps move the
properties dialog to another tab in the new Customize window?  I'm not a
huge fan of tab notebooks, but I think it would work well here.
