New panel and xfce menu

Yes, ~/.config/xfce4/desktop/menu.xml will be created when you'll
edit the menu via xfce4-menueditor.

By the way, what did you mean with `usual'? the attached image was
in en_GB (not en_GB.UTF-8, because IRIX doesn't have it) locale.
I'm also using Xfce Panel 4.3.22.

PS. Just remembering, Brian, how about adding fall-back icon at the
`Other' menu? sorry off-topic.
