Xfce 4.2.3.1 to be released instead of 4.2.3

Hi all,

Sorry for the delay; I found a last minute bug and got it fixed. So
finally, it's going to be version 4.2.3.1.

I took the advice and increased the gtk-xfce-engine version.

The files should show shortly on
http://www.xfce.org/archive/xfce-4.2.3.1/

Please note that this is *not* the official release. It will be
announced later, once the release notes are ready, the files uploaded
to sf.net, etc.
