No, he's talking about using intltools to put all translations _of one module_
in the po file. This allows translators to only worry about the po files and
nothing else. This is a good thing.

Benedikt changed the panel config file to allow this. However, putting
translations from more sources in the po file increases the chance of finding
a string that has to be translated differently in different situation. Daichi
appears to have found one in the panel's content.xml.
