BTW: I suggest to have a look at the menu stuff in the pyxdg package (if 
not already done). Last time I checked, it produced quite usable 
results, which can be used to verify your implementation. In addition, 
since it's independent from Gnome and KDE, it's way easier to understand 
(since it doesn't imply knowledge about the various concepts used in 
Gnome panel and KDE) and therefore can also be used as a reference for 
your implementation.
Last but not least it includes a menu editor module, which could be 
interesting for JF or whoever wants to do the menu editor for 4.4 (tho, 
IIRC that menu editor in pyxdg was a bit rough on the edges).

Maybe the menu editor could also be written using the C++ or Python 
bindings.
