Strange is an understatement.  Could you check the ldd output for
xfce4_desktop_menu.so again?  Is there an unresolved link to
libxfcegui4.so.3 as well as .so.4?  That would be even weirder, but who
knows...

Do you have an older version (4.2.x, I guess) of Xfce installed to
something earlier in the normal library search path (like /usr)?  I'm
not sure how that could be causing this problem (given your ldd output),
but maybe it'll shed some amount of light.

Running ldconfig might do something (yeah, I'm really shooting in the
dark now).  You migh try searching your system for old library versions,
or dangling symlinks to old library versions.
