new Xfce4 Tooltip

I can't think of it as a tooltip. Looks more like an eye candy Alt-Tab
thingy to me.

btw, when doing Alt-Tab I look on the highlighted windowframe instead
of the dialog in the screen center so... I wouldn't notice the
addional eye candy anyway ;)
