Rather on startup notification in the case of a newly started
application. But startup notification is not involved by the keyboard
launcher (namely alt+f2), so focus prevention doesn't apply here.

It applies in two cases:

- Apps started with startup notification. Requires libxfcegui4 from
revision 18832 or later.
- Windows started from running applications. That requires the
application to set the NET_WM_USER_TIME property on its newly created
windows.
