There's nothing stopping the gimp or sodipodi from implementing this
themselves: just keep a list of windows around, and watch all windows
for focus changes, and when they get the focus, raise all the others to
the top.  The plus is that all gimp users get this functionality,
regardless of what WM they're running.  I don't see why this *has* to be
a WM feature, and I only think it's useful in apps that have multiple
windows for things like toolboxes and palletes and whatnot.  For other
apps, like firefox, for example, I certainly don't want raising one
window to raise the others.
