xfwm4's wrap workspaces broken?

Brian,

The setting is in xfwm4rc, not in MCS, and it's not related to
wrap_workspace...

Edit ~/.xfce4/xfwm4rc and add

scroll_workspaces=true

or 

scroll_workspaces=false

No need to restart xfwm4, a kill -HUP should suffice.
